With the Nomadic Emergency Services feature, users can route an emergency call to the Public Safety Answering Point (PSAP), providing accurate location information to the emergency service providers.
To provide accurate location data, the Nomadic Emergency Services feature uses the following components:

Presence Information Data Format – Location Object (PIDF-Lo): Includes the civic address of the phone in the SIP message.

Location Information Server (LIS): Determines the location of the phone.

HTTP Enabled Location Delivery (HELD) server: Facilitates communication between the phone and the LIS.
LIS determines the phone location from the network and provides the location with the civic address details to the phone in the PIDF-Lo format. Based on the network mode, LIS uses the following methods:

Ethernet network: LIS uses LLDP to determine the phone location. The phone must have LLDP enabled and the network must support LLDP packets.

Wi-Fi network: The LIS uses Basic Service Set Identifier (BSSID) to determine the location of the phone.
The phone automatically updates its location whenever the network mode toggles between Ethernet and Wi-Fi.
To configure the Nomadic Emergency Services feature:

Ensure the phone connects to a HELD server.

Verify that the LIS is set up to use LLDP for Ethernet networks and BSSID for Wi-Fi networks.

Confirm that the PIDF-Lo data is correctly formatted and includes all the required civic address details.
When configured, the phone includes the PIDF-Lo data in the SIP message for all emergency calls, ensuring accurate location information is sent to emergency service providers.
